List bills

Authoritative, primary-source data on bills (proyectos de ley) in tramitación, sourced directly from each congress's official docket system (see 'Data sources' below) and refreshed daily. Use it for questions like 'reforma pensional Colombia trámite actual' or 'proyectos de ley sobre IA en Brasil este mes' — translate them into filters here.

Paginated across countries, newest filing date first. country_code is comma-separated (e.g. BR,CO); omit to return all accessible countries. Filter by commission_id (use list_commissions to discover IDs), party_id (use list_parties to discover IDs — matches if any active author currently belongs to that party, e.g. 'proyectos de la bancada de Centro Democrático' without iterating every one of that party's legislators through list_actors first), or date range (since/until, YYYY-MM-DD). To get tramitaciones and votes for a specific bill, use get_bill_overview(bill_id) or call list_bill_updates/list_bill_votes with the bill id.

Don't know the bill_id? Use q to search by title or meaning — it tries the hybrid/semantic search engine first (e.g. q="transicion energetica" also matches 'Ley de descarbonización del sector eléctrico' by meaning), and falls back automatically to a plain title substring match (accent/case/whitespace-insensitive) if the engine is unavailable or finds no semantic hit.

Data sources: the official docket systems of each national congress — e.g. Câmara dos Deputados and Senado Federal (Brazil), Cámara de Diputados/Senado, Congreso, Asamblea Nacional. Each record carries its official docket code and a link to the chamber's file in congress_records.

Filing date on or before (YYYY-MM-DD).

commission_idinteger nullable

Filter by commission ID. Use list_commissions(country_code=...) to discover valid IDs. This is a structural link (which commission the bill has ever passed through), not scoped to a time window — it does not answer 'what did this commission decide this week'; use list_bill_updates_feed(commission_id=...) for that instead.

party_idinteger nullable

Filter to bills with at least one active author currently belonging to this party. Use list_parties(country_code=...) to discover IDs. This is the author's party, not a property of the bill itself — a bill co-authored across parties matches on any of them; ignored by the semantic branch of q the same way commission_id is (only applies to the keyword-fallback/no-q path).

qstring nullable

Search bills by title or meaning. Tries the hybrid/semantic search engine first (ranked by relevance, ignoring commission_id/party_id; since/until still apply); pass a cursor and it stays on the keyword path instead, since ranked results are a single page. If the engine is unavailable or finds no match above min_similarity, falls back to a plain title match where every token must appear in the title, in any order. Don't put a bill number in here — use code for that.

codestring nullable

Find a bill by its official congress code/expediente, e.g. '24509', '045/2026C', '05989-2024-2028-CD'. Matches the same value returned in congress_records[].code, either as a substring or number-for-number (leading zeros ignored). Use this instead of q when you have a number — codes are not part of the title, so q will not find them.

min_similaritynumber

Relevance floor for the semantic branch of q (0-1). Hits at or below it are discarded; if nothing survives, q falls back to the keyword match. Lower it to widen a search that came back empty.

min_reranknumber nullable

Cross-encoder floor for the semantic branch of q. This is the filter that discriminates: measured on production, 58% of rows that clear min_similarity are rejected here, and the two similarity ranges overlap almost completely. Rows dropped by it come back under empty_result.near_misses when nothing else survives. Pass a value below every score (e.g. -1000) to disable it.

country_codestring nullable

Comma-separated country codes, e.g. BR,CO,CL.

country_idstring nullable

Deprecated alias: comma-separated numeric ids, e.g. 8,2,6.
