Open a new expense report

Opens a new, empty nota spese in the caller’s own name — whoever the credential belongs to is who it reimburses, and this tool cannot open one for somebody else. It starts as a draft in the company’s own currency with every total at zero, and it takes no lines: put them in next with spese_attach_to_report, whose report_id is the id this answers. Nothing is claimed until spese_submit_report sends it. Every call opens another report, so look for an open one with spese_list_reports first.
