Verify Email
Consume the verification token, mark the user verified, sign them in.
Returns {ok, user, welcome_key?} where welcome_key is the plaintext of an auto-minted free-tier key, shown once on the welcome screen. If the email matches existing orphan api_keys we claim them instead — and welcome_key is omitted.
