Public; portal calls this on Login/Signup mount.

Returns the list of social auth providers currently configured. The portal hides the corresponding button when the provider is omitted, so a deploy with missing GOOGLE_CLIENT_ID / GOOGLE_CLIENT_SECRET degrades gracefully instead of rendering a button that 503s.
