Return the caller's plan + this-month budget state (two-bucket aware).

Powers crowe-logic whoami so the user sees flagship vs standard token usage against their limits, not just the tier name. Read-only; mirrors the accounting in _enforce_token_budget. Free/anon principals report the daily turn cap instead of monthly token budgets.
