Refill Credits

Refill the workspace's credits to the tier allocation.

Called by the Stripe webhook on invoice.paid and customer.subscription.updated so a successful payment immediately restores usage. Also callable by workspace owners for manual adjustments (audit logged as reason='manual_refill').
