Resolve Recovery Item

Mark a recovery item as handled by the watchdog.

social_comment_queue + passed=True: Resets status → "scheduled" (5 min delay) so the scheduler retries dispatch.

stats_refresh_issue: No state change needed — Vireel's stats retry scheduler runs independently and will succeed now that the device is healthy.
