Return device-level failures detected by Vireel that need ADB recovery.

Each item contains: id — source record UUID (used in /resolve) table — "stats_refresh_issue" | "social_comment_queue" serial — ADB serial so the watchdog can call device_recovery.py directly issue_num — device_recovery.py --issue number incident_type — canonical incident key for PFA AI sync matching fingerprint — stable item key used for late AI patching/matching platform — "tiktok" | "instagram" | "" (passed to device_recovery.py --platform) agent_id — PFA agent_id (informational)
