Hard delete patient accounts: database rows and Keycloak user

Coordinators, admins and developers can delete patient accounts for good, with their logs and storage folder, so the same email can sign up again from zero. Not reversible. Operator accounts are refused. Set force=true to confirm deletion of payments and fiscal documents. At most 50 IDs per request.
