Resolved prediction-market events archive

Keyless archive of closed, definitively-resolved events across all supported venues, newest settlement first. Outcome probabilities are 0-100 points, matching PublicPmOutcome.probability.

resolvedAt is populated only when the source-reported resolution time is provider-verified (resolvedAtVerified: true); otherwise it is null and closedAt carries a real observed close time instead — never a fabricated settlement date.

Pass year (and optionally month, 1-12) to page one calendar slice instead of the unbounded archive walk; month without year is rejected with 400. A slice raises the per-page ceiling to 200 rows; the unbounded walk stays at 100. minVolume turns the feed into a "recent AND substantial" tape: when set, meta.totalResolved is null (the archive count is not volume-filtered) and meta.minVolume echoes the floor instead, so a slice total is never mistaken for the venue's lifetime total.
