GET /clinic-config/chronicle-context-bar — the Chronicle context bar's chips (ITE-1342). Readable by any authenticated user: every clinician opening a visit renders the bar.

Ordered chip keys. On read, null means the clinic never customised the bar and the web app shows its default set. On write, the full ordered list (empty = no chips), or null to return to the default set.
