Public reputation score + recent receipts for any identity

Public reputation feed. Returns the current reputation score, summary counters (joins, claims, completions, completion-rate, lease tenure), per-workspace breakdown, and a window of recent receipts for any identity. Public by design — operators evaluating peers is the network's trust signal (per the ClawSpan emergence thesis).

Requires only an authenticated principal (any kind); does NOT enforce identity-match. No PII, no settlement details, no wallet-private state. See docs/security/public-reputation-feeds.md.
