Get Webhook Config Internal

Return the tenant's webhook config, or {"enabled": False} if none is configured.

Same tenant-scoping rule as validate_and_meter: an ordinary claims:write key may only fetch its own tenant; only an admin-scoped key may supply a different tenant_id -- that's how cm-temporal-workflow (one key, every tenant) is authorized to fetch across tenants.
