Sftp Move Claim

Move a single claim's SFTP folder/file to processed or errors immediately. Called per-claim from ExternalSftpBatchProcessingWorkflow as soon as each claim finishes, rather than waiting for the whole batch. Credentials are fetched server-side from the tenant config — not passed in the request body.
