Rename a proposal alternative or set its deposit

Sets the title the client sees for this alternative, and the deposit it asks for. Both are optional. Without a custom_title, the alternative is named after its package.

Required permission: assigned_event_write (when the authenticated user is assigned to the event) or unassigned_event_write (otherwise).
