Update a staff member's role and package assignment

Updates an existing staff assignment's package scope and/or arrival times. Send all_event_bookings: false with event_booking_ids to scope the staff member to specific packages, or all_event_bookings: true to cover the whole event again. event_booking_arrives_at_times sets (or, when blank, clears) per-package arrivals keyed by EventBooking ID. Send role to relabel what the staff member is doing; omit it to leave the existing role untouched, or send an empty string to clear it. This does not change who is assigned, and does not re-send the "Employee Assigned" notifications.
