Lookup MaStR ID for a VNB (grid operator) using BDEW code

Resolve BDEW codes to MaStR Netzbetreiber IDs (SNB/GNB) for downstream grid-operator queries. If the primary lookup fails, an optional city param triggers a fallback that extracts the SNB from a sample installation in that city.
