Delete a card comment

The comment author or a caller with project cards:delete permission may delete it. API keys require cards:write; moderation therefore requires a cards:manage key so cards:delete survives its permission ceiling. Browser JWT authors retain self-service deletion with card-read access.

Quoted or unquoted latest card historyHeadId. When the request body also contains expectedHistoryHeadId, both values must match. A stale head returns 409 CARD_HISTORY_CONFLICT without applying the mutation.
