List marketing consent decisions

Every recorded consent decision on the board, read from the user records. People who have never decided are absent — absence of a record means no consent, never a default. Pages may run short of limit; follow nextCursor for completeness — hasMore, not page length, is the signal. email is an exact-match lookup returning at most one item; use it to resolve a provider unsubscribe to a board user.
