Withdraw marketing consent for a board user

Operator-initiated withdrawal (reason: operator_request) — the right move when someone asks the operator directly to be removed. {id} is the board user id. Idempotent: re-withdrawing changes nothing and emits no event. Emits marketing_permission.withdrawn on a real transition.
