Get Coverage

Coverage matrix from the cached snapshot.

Live computation is 20s+ on prod, so we serve from monitoring.snapshots. Hit POST /admin/monitor/snapshots/refresh (or pass name=coverage) to recompute. If the snapshot has never been refreshed, returns 503 with a pointer to the refresh endpoint.
