Get Org Public File Upload Url

NOTE: This is for Caresquare Admin use only (as org_id is provided)

Returns a presigned upload url for public file storage in the folder of the provided org_id

org_id: org to store the file against (in their folder) folder: subfolder to store the file. eg. ServiceAgreements
