List LPs (legacy)

Frozen v1 contract. Only verified emails; all rows returned with no pagination. Query parameters including limit and offset are ignored. Uses raw userId and entityIds; no commitment progress or fee terms. No v2 rate limiter. Required key scope: lp:read.
