Carriers and how each approves

The part that matters is managementType. GOOGLE_MANAGED carriers clear through Google in days; CARRIER_MANAGED ones run their own approval and require a commercial agreement with the carrier before they will deliver. That decides whether a launch is a form to fill in or a contract to negotiate.
