Local only — nothing reaches Google until sync-google. Hosting region and use case are stored explicitly here because Google fixes them forever at creation, and discovering at the last moment that we have to invent a value for a field that can never be corrected is how those get set wrong.

CONVERSATIONAL is the only billing category eligible for 24-hour session billing, which the whole RCS price depends on.
