Delete an agent that never reached Google
Narrow on purpose. Once the agent exists at Google it cannot be deleted by anyone — Google deprecated agent deletion for RBM and routes it through their support — so removing our record would orphan theirs invisibly, which is worse than the growing list this exists to trim. Drafts with no traffic only.
