Resolve a site location (deprecated)

Deprecated. Persists a feasibility_sites row, which the prepaid developer contract excludes. Prefer POST /api/v1/sites/check. First-party session/JWT only: a presented developer API key returns 403 FORBIDDEN. Authentication is optional for address, coordinate, lot, and parcel inputs; polygon geometry requires a Supabase bearer JWT. Parcel owner details and assessment/sale data are returned only to authenticated callers. Sunset 2026-12-31.
