Resolve a site by address or coordinates (deprecated)

Deprecated. Persists a feasibility_sites row, which developer API keys cannot use. Prefer GET|POST /api/v1/sites/check. Query-param form of POST /api/v1/sites/resolve, for address and coordinate lookups. First-party session/JWT only: a presented developer API key returns 403 FORBIDDEN. Anonymous responses null ownershipHint and rawCityData. Supports If-None-Match; varies on Authorization and Cookie. Sunset 2026-12-31.
