Suggest street addresses

Proxies Mapbox Search Box suggest so first-party clients (including the Chrome extension) never embed a Mapbox token. Anonymous callers are allowed. Developer API keys with site:read are accepted. Suggestions have no coordinates; resolve a chosen mapbox_id with POST /api/v1/addresses/retrieve using the same sessionToken. Canada-first (country defaults to ca,us), types=address, limit 5. Uses the PUBLIC_READ route bucket behind the PUBLIC_API middleware backstop so typing does not spend the LOCATION lookup budget.
