CLI Human Assist

Report error and end human assist session (CLI)

Reports an unrecoverable error from the CLI side (API key) and ends the session. Status becomes cli_error, distinct from normal CLI completion (cli_finished). Destroys zlink ticket. Idempotent errors: already cli_error, cli_finished, expired, or finished via viewer.
