Send Creator Invites Endpoint

Email a batch of roster creators an invite, each to the tier set against their own row.

Roster work, not campaign outreach — no campaign is taken or filed against. Creators with no email, already on the tier offered, or invited within the repeat window come back under skipped; none of them fails the batch. Poll GET /email-fallback/status/{job_id} to follow it.
