Change a round's settings

Renames a round, sets its target, or sets the funding settings (US-RND-28): funding_due_days shows SAFEs not funded that many days after the investor signed and gives the founder a task; countersign_after_funding holds the company's countersignature until an officer records the wire. Both are off by default. prior_priced_round records an earlier priced equity financing, which adds a closing item to check investor consent rights (US-RND-10).
