Close the round

An officer closes the round once every closing item is done or marked not applicable with a reason, passed in not_applicable. Form D, state notices and MFN notices may stay open with their due dates. Each close makes the next version of the round's binder: every executed document, the register, models, filings and the round's audit events, with a manifest and an index of SHA-256 hashes.
