Mark SAFEs funded

An officer records each wire that arrived for an executed SAFE (amount and currency as received, the date, and for another currency the rate, its source, fees and the USD amount they attest) and marks the SAFE funded on the total. A difference from the purchase amount is shown as a fact, and funding anyway needs a note. confirm_register adds each SAFE's register confirmation to an agent's approval as its own item. There is no payment, transfer or account in Binderwork.
