List the decision models you can use

Returns the decision models you can call right now, with their per-model caps and USD token prices. A model is listed only when a key for its provider is available to you (your own provider key or one the deployment configures), so the list can differ between callers and grows when a key is added. A floating alias carries alias_of; pin the versioned id when you tune thresholds, since a new version can shift probabilities. The catalog is a handful of entries, so it is returned whole, not paginated (as GET /api/v1/video-models).
