Enroll explicit contacts in a Journey through a governed approval.

Alias of POST /approvals with action_kind sequence.enroll and payload {sequence_id, contact_ids, sequence_version?, sequence_definition_sha256?}. It uses the same Idempotency-Key, so the same key returns the same approval from either route. Requires campaigns:send and a product.
