List Declared Configurations

Return an editor-only, allowlisted declaration history for Evidence.

The full Playbook serializer contains prompts, examples, tools, and notes. Reusing it for the Blueprint-adjacent card would make a frontend omission the only disclosure control, so this endpoint constructs the narrow projection server-side after resolving current personal/workspace edit authority.
