Clone Playbook

Clone a public playbook ("Hire") to a different agent.

Free playbooks: anyone with a target agent can clone. Paid playbooks (PRD-007): require an active (PENDING or COMPLETED) PlaybookPurchase row for (buyer=current_user, source=this playbook). If none exists, returns 402 so the frontend can route the user through the purchase flow.
