List agents.

Visibility rules (PRD-003 FR-06):

  • Authenticated: returns the caller's own agents (any visibility).
  • Unauthenticated: returns only public agents.

The additive scope=personal and exact team_id filters are authenticated workspace-switcher reads. They are mutually exclusive and are applied before count/pagination.
