Reindex Availability

DROP + CREATE every recoverable secondary index on availability, with CHECKPOINTs between, in a background thread under core._db_lock. Durable fix for the recurring checkpoint-FATAL index corruption. Site returns brief 503s while it runs (~1-2 min). Poll GET /api/admin/reindex-availability/status.
