Admin Backfill Transfer Ratios

Sync TRANSFER_RATIOS dict → transfer_cache DB rows (ratio + transfer_speed).

The bonus scraper only writes bonus columns, never ratio/speed. This endpoint backfills (and updates) ratio/speed for every (bank, program) pair in TRANSFER_RATIOS. Safe to call any time; idempotent.
