Mark a PartnershipApplication in review as admin

Delegated Aura access tokens require partnership-applications:write; missing scope returns 403 FORBIDDEN. Marks a PartnershipApplication in review for an authenticated administrator.

This operation accepts no request body and only performs the domain-authoritative SUBMITTED to IN_REVIEW transition. It does not accept arbitrary state assignment. The response contains the resulting admin PartnershipApplication representation and responses always use Cache-Control: no-store.
