Delegated Aura access tokens require partnership-applications:read; missing scope returns 403 FORBIDDEN. Retrieves a single PartnershipApplication for authenticated administrators. The response includes the applicant, state, proposal, and nullable approval references. All responses send Cache-Control: no-store.
