Delete an unused ListingSource as admin

Delegated Aura access tokens require listing-sources:write; missing scope returns 403 FORBIDDEN. Physically removes a ListingSource only when it has no ProductListings, raw-ingestion streams, approved PartnershipApplication reference, or retained existing-source proposal. The committed transaction explicitly removes its Partnership grants and owned ingestion configuration, including provider/webhook secrets. Enabled WEB_CRAWL is not a blocker: every new spider or scraper pass refreshes authoritative ListingSource scope before candidate selection, and a failed refresh skips that pass. Already-running work can race with deletion; the business raw-capture fence discards that missing-source result without recreating state. This operation does not retire or purge a used source. A repeated delete returns 404.
