Deploy a use case blueprint

Creates the blueprint's agents (personal to the caller), integration grants, project and kickoff messages in one call. Idempotent per (user, idempotencyKey). Guards, in order: AGENT_CREATION_NOT_ALLOWED (403), NO_ACTIVE_SUBSCRIPTION (402), SEATS_INSUFFICIENT (409, needed/available), MISSING_CONNECTION / CONNECTION_NOT_USABLE (400, providerKey), INVALID_INPUT (400, key). Nothing is created when a guard fails. A mid-way failure keeps what exists: status partial with errors.
