Gadaa System (Oromo) (加達制度)

THE GADAA SYSTEM of the Oromo — TIME AS CONSTITUTION: the indigenous democracy of one of Africa's largest nations (UNESCO 2016), in which the calendar IS the government — power itself rotates on an eight-year clock. Every eight years a new gadaa class takes office under its abbaa gadaa; every eight years the GUMII GAAYOO, the assembly of the multitude, convenes in the shade at Gaayo to proclaim the law; every male Oromo climbs an eight-year ladder of grades from sacred childhood (Dabballee) through the RULING GRADE at forty to honoured elderhood. THE CROWN THEOREM, asserted at load: the famous FORTY-YEAR RULE — a son enters office exactly forty years after his father — is not a commandment but ARITHMETIC: five gadaa parties rotate through the eight-year seat, and 5 × 8 = 40, so a party returns to power precisely when the sons of its last officeholders come of age — a political system whose succession law is a theorem. THE REFUSALS ARE THE DISCIPLINE (the Attic/Qumran lineage): the party in power today, the current abbaa gadaa and the numbered assembly chain are living community knowledge not two-witnessed this round — deferred by name, none minted; the Borana ayyaana star-calendar named as its own future round. OPENS THE CATALOGUE'S 43RD TRADITION. Pure compute, no LLM.
