Handle Azure Marketplace webhook events

Handles webhook notifications from Azure Marketplace for subscription lifecycle events. Events include: ChangePlan, ChangeQuantity, Renew, Suspend, Unsubscribe, Reinstate. Must return HTTP 200 within 10 seconds to acknowledge receipt.
