Monthly HWM trend across recent billing cycles

Returns one record per recent billing cycle, oldest first, for the Usage & Billing trend chart. Each record carries the month's high-water-mark (the maximum daily account HWM in that cycle) and the per-cloud (AWS / Azure) split of the peak day, so the cloud counts sum to the monthly HWM. Read from the persisted daily HWM snapshots. contractBaseline reflects the account's current entitlement baseline on every record; it is not a historical per-month value.
