Daily HWM usage records for a month, broken down by application

Returns per-day high-water-mark records for billable resources, broken down by application and resource type. A resource shared across applications appears under every application that uses it but is billed once at the account level, so per-app counts can sum to more than the account HWM. Read from the persisted daily HWM snapshots.
