Daily HWM usage records for a month, broken down by resource type and by cloud

Returns per-day high-water-mark records for billable resources, each broken down by resource type and rolled up by cloud (AWS / Azure). The monthly HWM is the maximum daily account HWM in the month. Read from the persisted daily HWM snapshots.
